Will the floors have to come up? For a North Hollywood house on a raised foundation, usually not. Footings, piers and cripple walls are reached through the crawlspace or from a trench dug along the outside wall. A slab house is a different case, because reaching a failed footing can mean saw-cutting the slab and patching it afterward. If the lot slopes, walls holding soil are worked from the yard side.

Working from below

A raised floor gives access from underneath. We open the crawlspace hatch, set temporary lighting and bring in shoring posts that fit the clearance. New piers, posts and beams go in while the rooms above stay usable, though a short shutoff of water or power may be needed if lines run where the work is. Bolting the sill and sheathing cripple walls are done the same way. Floor finishes stay in place, and the main thing you notice upstairs is noise during the working day.

When the slab has to open

On a slab foundation, a failed section may only be reachable from above. The engineer marks the cut lines, we saw through the slab and excavate, and new footing and slab are placed under LADBS inspection, since North Hollywood is inside the City of Los Angeles. Flooring over the cut has to be lifted and later replaced, and the quote spells that out. Plumbing under the slab is located before cutting. Jobs in Toluca Lake, Sun Valley or Valley Glen follow that approach and go through LADBS too.
