For an Encino retaining wall, the LADBS review turns on what happens to soil and water behind it. The reviewer confirms that the design uses the soil values the geotechnical report gives, that a drain and free-draining backfill are shown, and that the footing is sized for the load. On a lot where the ground rises behind the house, the soils report itself may need approval before the structural plans can move forward.

The report behind the drawings

A structural design is only as good as the soil numbers it uses. When a geotechnical report is required, LADBS reads it alongside the plans and expects the engineer's calculations to use its bearing and lateral pressure values. Where the report recommends caissons to a certain depth, the drawings must show that depth. If the ground is sloping, the department may ask how surface water is handled above and below any wall. We coordinate with the engineer and the soils consultant so their documents agree before the Encino submittal goes in.

In the field

Approval leads to inspections at set stages. Caisson holes are seen at full depth, often with the soils consultant confirming the material at the bottom. Wall steel and footing forms are inspected before concrete. Drain pipe and gravel are checked before backfill buries them. Framing connectors are looked at before walls close. We call for each inspection when the work is ready and keep the approved set on site. Projects in Tarzana, Lake Balboa and Valley Glen pass through LADBS with those same stops.
