New Construction in West Hollywood, Traced From Roof to Footing
New houses in West Hollywood with shear walls, hold-downs and moment frames traced from roof to footing, as the city's structural reviewer expects.
A structural plan checker at the City of West Hollywood reads a new house as a chain. Roof and floor sheathing gather the sideways force of an earthquake, shear walls carry it down, hold-downs keep those walls from lifting, and anchor bolts hand it to the footings. A break anywhere comes back as a correction. Wide openings, a garage door or a wall of glass, are the usual breaks, so the engineer bridges each one with steel or with narrow walls and heavy hardware.
Wide openings and how they are framed
A steel moment frame keeps a garage door or a glass wall fully open, but it needs a grade beam under it, and its welds or high-strength bolts can require special inspection. A factory-built portal frame does a similar job in wood at a garage. Narrow shear walls beside the opening are simpler to frame, though they need large hold-downs and anchors set deep in the footing. Whichever the engineer picks, the reviewer checks that the frame, its footing and the hardware schedule carry the same forces.
Stepped footings and cripple walls on a slope
If the lot slopes, the downhill side of a house can end up on short framed walls between the foundation and the first floor. Cripple walls like these are a known weak point in earthquakes, so the reviewer looks for full sheathing, close nailing and anchor bolts on them, or for a foundation stepped up the grade so the floor bears directly on concrete. Each step in a stepped footing gets its own detail, with the reinforcing carried through the change in height. Each of these is inspected by the city before sheathing or concrete covers it.

New Construction in West Hollywood: questions
Seismic numbers come first. The geotechnical report assigns the site class and the ground motion values the engineer designs every shear wall and frame from, alongside the usual bearing values. Survey work places the house and any stepped footings, and if a deep footing or basement comes near a neighbor, a shoring design is added.
On a narrow West Hollywood lot, the hardest access can be to the house's own side walls. Scaffold for siding or plaster near the line may need to stand on the neighbor's land, which takes their written permission. Without it, those walls are sheathed and finished from inside the line with tighter scaffolds and more labor, or the finish is changed to suit.
The structural sheets are where we start, because every hold-down, strap, anchor and moment frame connection on them is counted piece by piece. If the engineer's calculations call for hardware the plans do not show, we raise it before pricing, since a missing hold-down found in plan check changes the footing too. Lumber and sheathing follow once the hardware list agrees with the calculations.
