New Construction in Culver City, With Room Below Ground
New houses in Culver City with room below ground: shoring along the lot lines, notice to neighbors, blindside waterproofing, a sump and egress wells.
Could the extra rooms go underground? On a Culver City lot, three things answer that early: how close the neighbors' footings sit to the lines, how deep the borings meet groundwater, and how much floor area the zoning already allows above grade. A basement adds space without adding height to the house. It also brings shoring along every side of the dig, waterproofing on each buried wall and a pump for water that gathers below the sewer.
Shoring the dig and telling the neighbors
The engineer designs shoring for each side, usually soldier piles drilled and set before excavation, with timber lagging placed between them as excavation deepens. State law requires reasonable notice to an adjoining owner before an excavation that could affect their foundation, and their walls are photographed before work begins. Monitoring points on the piles and the neighbor's structure are surveyed at set intervals while the hole is open, and any movement past the engineer's limit stops the dig until it is addressed.
A dry lower floor with a way out
With no room to work outside the basement walls, waterproofing goes against the shoring first, a blindside membrane the concrete is poured against, with waterstops at every joint between pours. A footing drain leads to a sump and pump, since water that low cannot leave by gravity. A bedroom down there needs an emergency escape window opening into a well large enough to climb out of, with a ladder or steps if the well is deep, and each well gets its own drain. Culver City's building review treats the basement as part of the structure, egress wells included.

New Construction in Culver City: questions
Where a basement is planned, the borings have to go deeper than the dig to find any groundwater, and the geotechnical report sets the pressure the shoring and walls are designed for. The boundary survey places the lines the shoring rides along, and a record of the neighboring foundations, from plans or test holes, tells the engineer what each side is protecting.
Once the basement hole is open, a Culver City lot has almost no level ground left to stage on. Lumber, rebar and forms are timed to arrive as they are needed, the street frontage may be permitted for staging, and a temporary platform over part of the dig can hold material. Each of those adds labor and permits to the site budget.
An early design can be priced both ways, with the basement and without it, so its cost is visible while the plan can still change. The basement line covers shoring, excavation and export, waterproofing, the sump and the wells. Once the permit set and the shoring design are final, that line is updated from their quantities.
