Agoura Hills New Construction, Hydrant and Road Ready Before Framing
New Construction in Agoura Hills built in fire code order: staking and erosion control, a certified pad, hydrant water and an engine road before lumber.
Framing lumber may not land on a new Agoura Hills site until firefighting water is in service and an engine can drive up to the house on an all-weather surface. The fire code treats a stacked lumber package as fuel, and that rule fixes the early order: grading and the pad, the water service and any hydrant, the road base, then the foundation and the frame.
Stakes, erosion control and the pad
The surveyor stakes the corners and the grading limits first. Before soil moves, fiber rolls and a silt fence go along the low side of the work, and the storm drain inlet in the street gets a filter. Grading proceeds under the soils engineer's eye, each lift of fill tested for compaction, and the pad is certified before any footing trench is dug. The house corners are staked again on the finished pad, since grading buries the first set, and the foundation is laid out from those new stakes.
Water service, road base, then lumber
The water purveyor decides how the domestic service and any new hydrant tie into its main. The drive gets its road base early, compacted to carry an engine's weight in wet weather, and the fire department may walk the hydrant and the road before the lumber delivery is released. After the slab is poured and passed, framing follows its own order: sill plates, walls, sheathing, then the roof. Where the state fire hazard maps cover an Agoura Hills parcel, hot work such as cutting steel is kept clear of dry growth.

New Construction in Agoura Hills: questions
Ask early for a will serve letter from the water purveyor stating the fire flow it can deliver, since hydrant water has to be live before framing. The rest of the early set is a licensed survey with contours, a soils report from borings and a grading plan drawn by a civil engineer, plus a geology report where the parcel slopes.
Graders and excavators come on a lowboy trailer, which needs a long, fairly straight run of street to stop and lower its ramps. Where the street or the drive is too tight for it, smaller machines arrive on a standard truck and take more hours to move the same soil. A smaller excavator also digs footings more slowly, so the foundation figure feels it too.
Some costs on a new house run by the month: fencing, a portable toilet, temporary power and water, a debris bin, a storage container and upkeep of the erosion controls. With the engineered set and soils report, we price the trades and gather those monthly items into one general conditions figure based on the expected duration, so a change that adds weeks shows what it costs.
