Fire Rebuild & Reconstruction in Eagle Rock
Eagle Rock fire rebuilds planned for daily living: an entry level that works on its own, a lower floor against the slope, footings and LADBS review.
Living on the entry level is the test we put to an Eagle Rock rebuild plan: a bedroom, a full bath, laundry and the kitchen all reachable without a stair. If the lot slopes, the remaining rooms can step down the grade in a lower floor, with its own door to the yard. That layout decides where the house meets the ground, and so where retaining walls and the deepest footings fall.
One floor that does the daily work
Placing the essential rooms on one level means sizing doorways and halls for a wheelchair or a walker even if nobody needs one today. A curbless shower with blocking in the walls for grab bars costs little at framing and saves a remodel later. The laundry sits near the bedrooms so baskets are not carried between floors. Light switches, outlets and the electrical panel are set at heights anyone can reach. In the kitchen, a clear turning space and deep drawers in the lower cabinets make the room work for more people over more years.
A lower floor against the slope
Where grade allows a lower floor, its uphill wall is a retaining wall with waterproofing on the soil side and a drain at its footing. That level suits a guest room, an office or a workshop, each with daylight from the open side. Eagle Rock is a Los Angeles neighborhood in the Northeast Los Angeles area, so LADBS reviews the plans, including the retaining wall design and any grading. The stair between floors is placed where it serves both levels without cutting through the main rooms, and the lower door gives a second way out.

Fire Rebuild & Reconstruction in Eagle Rock: questions
When testing clears it and the layout matches, part of the old slab can carry the new entry-level plan. A lower floor added against a slope needs new footings and a retaining wall regardless. LADBS expects an engineer's report on any reused foundation, so the testing and the report come before drawings are final.
The comparison runs in two columns. One is the insurance scope as written. The other is our estimate for the house you are building, priced from the drawings with each accessibility item, such as wider doors or a curbless shower, shown on its own. Where code upgrades or the lower floor add cost, the line says so for your insurance adjuster.
LADBS applies the state's wildfire standards to parcels inside the city's Very High Fire Hazard Severity Zone, which is mapped parcel by parcel. We check the address on the city's ZIMAS parcel profile before design. If the parcel is inside, the roof, vents, siding, decks and glazing follow those standards and brush clearance rules apply to the yard. If not, the rebuild follows the current city building code.
