El Monte Fire Rebuild & Reconstruction

El Monte fire rebuild: what a dug-out footing and tested utility lines can reveal, how that changes the plans and permits, and a written line-item quote.

Digging along the edge of an old El Monte footing can turn up a surprise: no reinforcing steel at all, or a footing much shallower than the new house will need. Either finding means new concrete along that stretch of wall, whatever the original plan assumed. It takes a short dig with a hand shovel after cleanup, and it belongs before the drawings, since a footing redesign after lumber is ordered sets the whole job back.

Lines underground and overhead

Utility lines hide their own damage. A gas line that ran beneath a burned porch or a fallen wall may have been strained, so it is pressure-tested before the meter is set again. Power returns only after a new panel and meter base pass city inspection, and the utility then reconnects the service. The water service gets tested too, and the sewer lateral is checked with a camera. We record every result on a separate scope line, since a failed test can add a trench, move the panel or bring in another permit.

When a finding changes the design

On a flat lot, a shallow footing may only need a new pour along one wall. If the lot slopes, the same discovery can call for deeper footings, drilled piers or a grade beam, and the engineer redraws that part before plan check. Where a test result is still pending, the quote carries two prices for that item, the expected path and the fallback, each labeled. Any change found after work begins is photographed, written up and agreed before work on it starts.
