Topanga New Construction, Sited Before It Is Drawn
New Construction in Topanga: siting, septic, retaining and drainage worked out on the first walk, with county review and ember-resistant building details.
Where does the house actually go on this parcel? A first walk of a Topanga lot should answer it before any floor plan is drawn. The answer comes from the setbacks, the reach of a concrete truck, any grade change across the site and the way water leaves it. Topanga has land in mapped fire hazard zones, so the walk also notes the brush near the lot and the ember-resistance rules a new house there may face.
County review for an unincorporated area
Topanga is unincorporated, so the permit goes through Los Angeles County building and safety, with the county fire department reviewing fuel modification and access for its engines. A lot in the mountains may also have a private road, a shared driveway or a septic system where no sewer line reaches, and each of those adds a report or an approval. We gather the survey, the soils report and any percolation testing before the foundation is designed, because those findings decide the footing depth and where a drain field can go.
Footings, walls and drainage on a grade
Stepped footings, or caissons tied together with grade beams, usually carry the house where a lot slopes, and the cut behind the house is held by a retaining wall with a drain at its base. Water gets as much attention as the concrete: roof runoff, surface flow and water trapped behind the walls each need a planned route to an approved outlet. On a mountain parcel that route may have to cross much of the lot, so we lay it out on the grading plan before framing lumber is ordered.

New Construction in Topanga: questions
Start with a survey of the lot lines and existing grades, then a geotechnical report covering the soil and, on a sloped lot, the rock beneath it. Where no sewer reaches the parcel, a percolation test and a septic design join the list. The county also wants a fuel modification plan for a new house in a mapped fire hazard area.
Mountain access tends to set the equipment. A narrow road can rule out a full-size concrete truck, so the pour may use a smaller mixer feeding a pump. Framing may come in partial loads, with a crane or a lift for the heavy pieces. Each of those becomes a priced line once we have measured the approach.
Drawings that already carry structural sheets and the soils findings can be priced trade by trade, from grading through finishes. Before the county sees the set, we point out anything still missing, such as a septic layout or a fire access detail. If you are still designing, an earlier start lets the plan follow the ground.
